Law enforcement is usually really strict in evacuation zones. Looters and trespassers force police to stay and risk their own lives protecting property. Plus the threat of looting or trespassing is part of the reason some people don’t want to evacuate. So they stay, forcing more first responders to stick around and rescue them. So when police catch people taking advantage of evacuation zones like this, they tend to throw the book at them.

I remember when I was about 14 years old, my friend and I wanted to feel like we were sneaky combat troops on a night operation. We got our camo/night outfits on and headed into the bushes around our neighbors' houses. One had a shed close to the bushes with a paddle lock on it with some brackets screwed into it. Wanting to see if we could get inside, I pulled up my multi screw driver to go for the challenge. We didn't want to steal or break anything, it was more about the challenge to see if we could solve the puzzle problem of entry. With screw driver in hand, my hand approached the lock brackets, then I paused and looked at my friend and said with a sudden realization, "that's break and entering - that's illegal." We then immediately jumped back into the bush and went home. I had more common sense at 14 then this grown ass adult does thinking his IRL stream is some sort of game.

For anyone that doesn't understand the aggressive nature of the police in this interaction please allow me to explain. During hurricanes the criminals come out to play. Breaking and entering is a common occurrence in evacuated areas. They have to assume any person that is skulking around an evacuated building is most likely up to no good, probably stealing, likely armed with guns, and if they have no regard for their own life or safety it is safe to assume they are a danger. As a teacher, I've come to realize that it's not academic performance that determines whether someone becomes a dumbass at this scale, but rather social and emotional skills. EQ, not IQ, is the determining factor, and most schools unfortunately are not equipped to teach those critical social skills. In previous generations it was expected that kids got that sort of education at home. Schools may try to patch in the gaps with an SEL curriculum, but then you get certain angry parents and politicians saying that talking about your feelings at school is "brainwashing" the kids to become liberal, and why can't teachers just teach math and be done with it? Why do they have to ask kids how they feel? This. This is why.

There was separation between the digital and the real world that seems to have been lost with the advance of technology. So, our wacky online hijinks back in the day tended to stay online and rarely leaked into the real world. There was also a barrier to entry, albeit minor, in the form of the knowledge required to operate in the digital world. While in the modern day, access to the information and tools, as well as being 'digital natives', results in a greater integration of that digital world into the lives of the younger generation. Or so it seems to me.
