There actually is a DC villain called the Key. Introduced in the 60s he became the Key because he took some mind altering psychotropic drugs. He dressed like a key..had henchmen he called the Keymen...his weapon was a key gun...he had a thing for keys and locks. In the late 90s the character was redesigned to be more hardcore...edgey. But he's still a guy with keys as his theme. The problem is you can't just throw jom behind bars because..."no door came stop the Key.". Direct quote.
