I'm sure he had more to say then anyone at that funeral, but he's not physically able, she's making it sound like he can actually still speak but chose not to. In interviews from 15 years ago all he could get out was a whispering mumble that was very hard to understand, and he's got much worse since then.

Had the pleasure of meeting Joe years before he passed. A complete gentleman. I’ll never forget him handing out cards for his son’s limo service. Took pictures with everyone. I remember patting him on the back ..was like patting an anvil . He was laughing,smiling..made a speech. We all fell in love with the guy right away. Smokin Joe, you will be missed..😢
