It originally comes from the moomin books, and it's a song made by Snufkin about party where everyone came in their best clothes (every little beast wear bow in their tails, hemuls have crowns and so on). In Moominvalley they changed the lyrics, and according to them I think having bow in your tail means here looking like an innocent, well-behaved person, opposite of an suspicious one who might get locked in jail. Google "All Small Beasts Should Have Bows in Their Tails" for lyrics.
