thats what I end up doing. Police stations most times are empty or have one or 2 zeds inside and that storage locker is full of ammo and rifles. I also was lucky on one playthrough to find the SWAT van keys. Also avoid hospitals and go for vet hospitals. no zeds in veternarian locations

The first place you should go to is an outdoor shop. Get a Tent, get some nice rain gear, layered if possible. Get a GOOD sleeping bag, a backpack which can fit it and has some additional space. Don't forget a sleeping mat maybe even a bed, and you're almost set.
