Imagine an offical fallout game dlc that was like this, a giant map with barely any or no enemies and quests, but if there’s a quest it won’t make any sense. So just, emptiness and distorted radio signals.

More funny item things, he picks up an electric box fuse, which is not only a dlc item, its a dlc quest item, and an ear as well, which isn't a legionnaire's ear like in the base game, but seems to be a ear from fallout 3, like a serious mix of the game, its dlcs, and fallout 3 in this

I thought the water radiation where coordinates. Also the abundance of things popping into view makes me think that the game is procedurally generating. Could this be what Obsidian planned to do as a follow-up to the van buren project? Like a dlc??

At the start, nearby the broken down Jalopy, there's an empty jet inhaler, an ear, an ophthalmoscope, a fission battery, and scrap electronics. The only time ears show up are in Fallout 3 as bad karma rewards from Daniel Littlehorn, and in New Vegas as part of a side mission to collect Caesar's Legion ears to boost morale. Considering it's just labeled Ear, the same as Fallout 3, and not "Legion ear", plus the terminal nearby using a Fallout 3 text file, I think it might be based on that.
