If LA County were a state, it would supplant Michigan as the tenth most populous state with over 10 million inhabitants. There are 40 states with smaller populations. Sheriff running for election personally announces investigation of political opponent and news reporter who reported on an abuse of power scandal that happened under his watch... - First, how is this NOT a conflict of interest? - Second, how is him personally announcing a criminal investigation like this an abuse of power in itself? - Third, why would he announce a criminal investigation and provide potential suspects the chance to destroy or tamper with evidence before they were requested to do so? - And fourth, why hasn't he announced that due to conflict of interest, that he himself and no one under him will be conducting this investigation, in order to maintain faith in the police system and the outcome of the investigation? Absolute power corrupts absolutely. 1st and foremost why wasn't that guy in handcuffs in the 1st place as he was being transferred. That would make this all a mute point. But to go after the person who reported this is just childish in nature. Time for a recall!

For many years I worked in a different county jail not far from there. Prisoners are not usually cuffed during movement within a facility. As soon as they are searched by jail staff after arrival, restraints generally come off. The longer they are cuffed the more they complain, and you do it long enough (even if it's justifiable) you *are* going to get sued. If it was justifiable, they won't win, but it's a pain and it costs the county money just to defend themselves no matter what. Swinging on a guard is a sure way to earn that, however...because the one group who *do* get cuffed every single time *before* their door is opened, even to see the doctor, are combative inmates and those who assault staff. For swinging on the officer, he probably won himself a higher security status, and maybe even a 23/1 cell with the loss of privileges that it entails (In every 24 hours, 23 are in your cell alone, and one hour out to exercise, shower and use the day room.) This is a situation entirely created by trying to cover a mildly bad action with a worse cover up. (P.S. "moot" not "mute")

@@nevyen149 I understand even when rode with cops in my youth, I would see them transport them in and out of the facility in cuffs, small county and town. They didn't want to take any risk and yes I know about all the frivolous law suits that occur, I think they should have them to pay the county back in parole fines when they get out for filing them and if they can't get out it should still cost them in labor or something. The Sheriff should have shut this down from the beginning and now it may cost him his job and freedom. How Ironic. My kingdom for a nail!

@@tmccull98 "... in and out of the facility..." is one thing, within the facility is another. What happens inside is that the cuffs come off before the arresting/transporting officer leaves. Minimum, the officer's cuffs are switched out for a jail issued set of restraints, but by and large...unless the inmate is combative...they are not cuffed within the facility. As far as paying back what they owe...sure, sounds great in theory...but collecting is another problem in and of itself. And forget the idea of making them work. Besides the fact there are generally not enough jail jobs for the inmates who *do* want to work...forcing them is basically unconstitutional.

@@nevyen149 my thought is when you break the law you give up those rights which is why you are in jail in the 1st place. Laws can be changed to meet the need. They are blessed to be imprisoned in the US anyway. If politicians want to be tough on crime, then they need to propose these types of laws. Lots of companies are looking for cheaper labor with the high cost of goods now, so why not farm them out. It's not slavery they chose a life of crime so they need to pay. Let them collect debt it will keep some incarcerated and it will make others think twice.

If there sheriff would have come out at a press conference directly after he learned about the treatment of the prisoner showing that initial vid, i doubt much more would have come of it. Transparancy usually leads to the press being not much interested than maybe shortly mentioning this in a side note. Instead the way that sherriff acted i wonder if he would keep his job for too long.
