Seastone it's pretty difficult to work with, specially on things really small like bullets, that's why they usually only use Seastone on bigger weapons like smoker's weapon or the boats covered in Seastone, only wano workers know how to work with small Seastone things, but they're a closed country

While Marines obviously got a bunch of the stuff to make their own weapons and cover the bottoms of their ships with it, it would most likely still be pretty expensive to make seastone bullets be the default ammunition for Marines, since they, one, might not even be guaranteed to hit their shot and, two, probably won't be able to reuse the round after it's been fired.

The Marines probably hope to catch the Logia user off guard with what they have, as they weren't expecting Crocodile to suddenly turn up. And they probably don't commonly use Sea Prism bullets because it would be very expensive, might limit their ability to use the stone for other purposes, and wouldn't be necessary in 99.9% of their work. And even when a valid target turns up, a skilled Logia can just warp their body away from the bullets, so the stone never actually makes contact. There's probably more that could be done, but, frankly, the World Government doesn't value its soldier's lives enough to bother.

@@cuttaman8657 Why would that be ? Because Luffy has a Zoan and he somehow beat Kaido by awakening his fruit ? "Power" of a fruit is not something you can really measure. Besides, zoans have many terrible weaknesses other fuuts don't have : they are limited to the physical abilities of their user, and once awakened, most of them lose control of their behavior when transforming (Vegapunk said that). Also, though it was never really shown in the series I believe, carnivorous zoans also somewhat lose control when transforming and become incontrollably violent (it was said in the fight againt Jabura from the CP9). I definitely don't think zoans are weak or "clearly the weakest" type of DF, but it's not that easy to say which category is stronger. Generally it is said that Paramecia is weaker than logia but so far this hasn't really applied imo.

Haki can be felt. Blackbeard mentioned how weak Luffy's Haki was, all the way back in Jaya. *Pre* Skypiea. There is no scenario in which a strong Logia User like Crocodile, Aokiji, or Sabo would get accidentally hit by some rando who happened to have Haki. When a rando has Haki, they *will* feel it and they *will* take him seriously.

To be fair he could have used observation haki and could tell that the bullets didn’t have haki. Plus he could have done something similar to Katakuri, where it looked like they shot him but actually he just used advanced observation haki to pinpoint where the bullets would hit him and modified his body accordingly.

Notice how many Seraphim they had total. Had the warlord system remained a little longer or those revolts in various countries hadn’t happened the Navy would have been able to crush one problem and then the other. They were to spread out. They sent more than one seraphim after Boa Hancock along side a large mass of navy forces. Other seraphim that could have helped against the warlords were sent to put down issues in other countries controlled by the world government. Large fleets were demolished by weevil and Mihawk. Crocodile and Mister 1 saved Buggy against another fleet. Coby got taken by Blackbeard. That is a lot to lose!
