@@notnek202 This all started in the late 70's into the 80's with 3rd wave feminism and welfare reform that increase black single mothers and section 8 vouchers being given out. The Illinois government/Chicago Cook County couldn't find homes for these single mother raised families. So the government offered a sweet deal to the property owners to make their residences section 8 and that they will pay them generously for it. So Chicago areas that never had blacks or not a lot of blacks were started to change because of the start of that one greedy neighbor or apartment bidg./complex who decided to make their property into section 8. This brought in individuals from the projects and poor areas of the city into a middle/upper class neighborhoods using their tax paying resources. Years later when Chicago decided i.e. planned to blowup all of the project buildings that were located in prime areas of Chicago they relocated those blacks throughout Illinois/surrounding states like parts of Iowa, Milwaukee, Indiana, Minnesota, and St. Louis.
