Check the modding guide: steamcommunity.com/sharedfiles/filedetails/?id=231568439 Basically, you have to extract the files with the tool provided first (follow the instructions, don't just run it). Check the 'How to extract game files' section for that. Then check the 'How to mod sounds' section up to step 5 to convert the sounds.
