Can you use apple cyder vinager instead of rice?

Don't you add water too? Too little sugar for this amount of just vinegar too. It is also better to put some vinegar in the boiling water when scalding the ginger.

I had the best pickled ginger in sakae sushi, and it was free! I actually had more ginger than the sushi.
