Idk if other people mentioned this but Leela is actually a really good female protagonist. A tough, independent girl boss who is also capable of exhibiting a lot of emotion and character. It's not just Rabbit, a whole string of early-mid 20th Century characters. Good catch though. Maybe that was closer to speaking then. Maybe it was just a popular form of dramatic speaking for stage and animation. It might have theatrical purpose, to make a characters deliberation audible, to make certain gesticulations aloud. The way that "Transatlantic" speaking is sort of designed for radio by being fast for density, moderated tone, and exaggerated pronunciation. Farnsworth of course would be an outlier, but his basis is in much older characters, early 20th century mad scientists. Maybe there's a particular one they're basing that off of. I'm mostly familiar with likenesses in book form. Futurama is full of speech and language jokes so I'm sure it's deliberate. In 3000, "axe" is the mainstream way to pronounce "ask" Little changes like that showing the slight shift in English in the next 1000 years. Future-slang is a common cheesy trope in sci-fi already, and Amy's speech is meant to parody that in all her exaggerated expressive language

Part of it is "old man" talk, the voice gets higher and breathier, with a quaver to it. It may be based on someone specific, but that someone might be the voice actor's grandfather as much as someone famous.
