I'm not sure if it was deliberate or a joke. But it also matches a condition like dyslexia. That is when a person cannot read words correctly and has trouble reading aloud. It's when there is a missing connection between what their eyes see and what their brain receives. So they can't read like the rest of us. If this is the case they should not have asked her to be the announcer at graduation. Maybe she is undiagnosed and doesn't realise she has the disability.
