On March 17, 2023, the International Criminal Court issued an arrest warrant for Vladimir Putin, stemming from Russian deportation of Ukrainian children. But like other international institutions, the ICC has no direct enforcement capability. Given that, does the warrant mean anything at all? This video explores some of the more subtle consequences, including media coverage, travel restrictions, problems with going into exile, and deterring lower-level bureaucrats.

This is a job for a special forces hostage capture team. Guys who took Osama, get your gear ready! Perhaps Mossad might help out too. Their work with WW2 criminals is well known. And Jews have been victimized by Putin so a just cause exists for them to act. PS: Thank you for the fun outro about the history of the calendar and its influence on religion, sport, and war. PPS: Israeli intelligence has had a track record of illegally yet effectively finding and kidnapping war criminals from across the globe. Many were extradited from Argentina, where they thought they had found haven.

International arrest warrant is the biggest joke I've seen in the entire history of us being Humans. Imagine attempting to arrest a President of another country ? You guys have no idea how the Law works and each country has their own laws. I am sick and tired of every politician, wars and famine, everything. Usa and Russia should be removed as countries and we would be fine today.

The arrest warrant also acts as a declaration of rejection, and call into question his legitimacy, as he's now officially considered a wanted criminal. And even if no country decides to arrest him, they can potentially refuse him entry, or even refuse access to their airspace for travel, isolating him and giving his opposition material to weaken his popularity. It also threatens his allies, and could make them reconsider their allegiance, as they could be next on the chopping block

It seems that the majority of the world does not care about any of the points in the above statement. China just signed a huge treaty with Russia. The Brics is gaining more popularity and countries signing petitions for membership, including countries once loyal to the US. and if that isn't enough, the world is running from the dollar like a bad smell. They can certainly issue an arrest warrant for all the good it will serve.

Important note on South Africa, one of the many countries Al-Bashir traveled to was South Africa which has thus already proven that it holds diplomatic immunity over the ICC warrants. This is another reason they didn't seal the warrant. Much to the ICC's disappointment, diplomatic immunity still overrides as a more fundamental international law.

Only when US soldiers are doing the dying. Doubt that sentiment will be as significant with the Russo-Ukrainian war. The only US citizens that died are volunteers. There's yet to be evidence that diverting defense budget to Ukraine and sending weapons for over a year's causing a similar shift in US mentality.

If anything, the ICC’s willingness to issue a warrant for someone as powerful as Putin means that they’re not going to overlook anyone else soon, which will hopefully deter smaller tyrants from doing similar things.

The ICC made the diplomatically aware decision that a surprise announcement during a visit would be seen as coercive on the host state. It made the call that they are more likely to get compliance if the warrant does not come as a surprise. In this context, releasing the news on a garbage day might have been deliberate. I'm not answering that this is the case: I'm simply saying that it's another possible reading of their thinking.

I think the particular timing was to coincide with Xi's visit. You could be right that any country daring to abduct Putin would be hit with nuclear strike threats. The most shocking thing for me was the additional warrant for the child abductor in chief. The fact that they didn't wait probably has to do with the abduction of Ukrainian children. The edict was meant to scare them into stopping the kidnapping or at least slow them down.

I live in Ukraine. Every year, I hear from my (Ukrainian) wife that they're going to change Christmas to December 25th. And every year, it's on January 7th. Kids are still in school on Dec 25th. Stores are open on the 25th - never on Jan 7. This is what is called a, "I'll believe it when I see it" situation.

I feel like you missed a major reason why the ICC chose not to wait to spring the announcement: They think the war will be over BEFORE August 23rd and are letting Putin know that his options for getting out of the mess he created is now severely limited.

Funny thing about Russia's "humanitarian" mission of adopting Ukrainian children with gifts, candy, toys and all the other things that kids like is the fact that child predators use the exact same method for *luring* children and tricking them into thinking "everything's just fine." And the next thing they know is that they are in the back of a windowless van being taken somewhere they don't wanna be, unwillingly. *This is a terrible tragedy that is extremely troubling!*

The warrent also offers a pretext particularly for potential future Russians who want to oust Putin. After all, if your going to get rid of a leader with strong support from some parts of your country then you need to be able to give strong, universally acceptable reasons why your doing it and kidnapped kids is something that just about everyone can agree is bad.

I think people are so focused on Putin's warrant that the more important (arguably) is an afterthought. The warrant for a dictator is more akin to lip service than legal statute since there is so little chance to arrest them if they don't want you to. No, I'd argue the more important warrant is for the lady in charge of the operation Maria Bubbletea Buy-a-lenova or whatever her name is. It's gonna be harder for Putin to commit these atrocities if orders aren't passed down because his subordinates are concerned they will face consequences too.

​@@germanjohn5626 except that most of the targets of the court are also enemies to many of the signatories, so for strategic reasons, they may be inclined to enforce some of its decrees. poland, for example, wouldn't mind arresting putin regardless of the reason - whether the icc had any real power or not, it would still do what they said.

Al Bashir President of Sudan is Currently in Jail, pending after his Sentence to be extradited to "I.C.C." And Muammar Gaddafi, of Libya ended up Dead, only 4 months after his "I.C.C." arrest warrant. How will Putin end up, as 4th President with "I.C.C." arrest Warrant? Of the last three, 2 are Dead, 1 in Jail, and Putin? Will he last as long as Milosevic? Or beat Gaddafi's record? The "I.C.C." works in mysterious ways & their Record against Indicted Presidents is 100% so far! For Putin it's just a matter of time & he knows it!

Realistically, they can't. If the US wants to play world police, then they can't recognize the ICC. This might sound all well and good, but just because the US stops, does not mean other nations stop. And honestly, its the same for the other powers. If for some reason, Russia changed their mind and resigned, that doesn't mean the US stops. Or Turkey. Or Iran. Until we figure out a way to solve disputes that is significantly more effective than breaking the rules, we can't reasonably expect large nations to play by them. Saying they should is just wishing for the world to be better than it is.

China, Russia and the US do some of the most fucked up things and are often in the public eye. So of course they don't want to recognize the ICC, they'll just be shooting in their own foot. Though, I'd bet any of those will suddenly arrest wanted individuals by the ICC if that benefits them. European countries as a whole are the only actual significant power that does recognize the ICC. Funny how a continent that's historically always been at war is the only one that's willing to try war criminals, no matter who they are or where they come from.

Not really, because it's habitually a corrupt political tool for unelected people with an axe to grind. They aren't really a legitimate organization, albeit they do occasionally stumble on a legitimate case, like the one against Putin. Like most things with the UN, it's a good idea that was implemented in the worst and most farcical manner possible (eg. putting the Saudis on Women's Rights Commission).

One thing to bear in mind is that Putin's assumed friends may have their own intelligence services that report on what is happening in Ukraine. They will also be told of why the Arrest warrant was issued and the reasons. Of course if they are going to just put it all down to some political gesture from a western entity, then considering the nature and interests of their own politics, they may just ignore it and keep the cheap oil flowing from Russia. On the other hand, if those 'friends' wish to still trade and associate with the west, they will have to acknowledge the seriousness of Putin's crimes, and be made to commit to a position, whether they condone the kidnapping of children or not. This warrant, although will not be posted on Putin, sets out that he is responsible for the crime, and that will be held over him, no matter what puerile propaganda the Kremlin puts out. It is one thing gladly trading with a rogue, but quite another with a child abductor.

The warrant is unlawful, since the ICC has no jurisdiction over Putin. It would likewise be unlawful for the ICC to issue any such warrant against a US citizen. Indeed, the 2002 American Servicemembers Protection Act (_aka_ Hague Invasion Act) authorises the use of military force to liberate any US citizen detained by the ICC.

One point that was in my mind when I read the news about the warrant was that the possible 'peace talks' between Russia and Ukraine with China as mediator is not possible while putin is in charge. The timing of the arrest warrant and Xi Jinping announcement to visit russia was on the same day.

@@orinew6711 Russia's nuclear arsenal is newer than the US arsenal, in overall age. And unlike the US, the Russian's do in fact commit to test launches of their ballistic missiles fairly regularly. And nobody cares about old tanks being sent to Ukraine for recycling. This stopped being a tank-war nearly a year ago. And Ukraine will never get F16s; never mind that it takes ages to train a pilot, Ukraine isn't set up for F16s. Their facilities are geared for MIGs, you can't just magically switch horses mid stream like that, not with fighter aircraft. That's why every air force on Earth tends to stick to a particular brand forever. You'd have to retool your entire aviation industry from the ground up to switch to US equipment from surplus Soviet-era scrap. Plus Russia's air force would massively outgun the handful of fighters Ukraine could potentially get off the ground, and a few F16s wouldn't do jack to stop the Russian artillery advantage.

Honestly, North Korea, despite the instability, still seems semi-viable. They're a nuclear power, too, and one thing with at least some alliance in China. And being so closed, it would be hard for extradition or assassination from the west. Plus Pyongyang does have an upper class, and I don't think Putin would be a political risk to Kim. Plus with Kim's own health issues, any medical help from China would be hard to determine the patient. It'd be a matter of the language barrier (and considering Kim Jon IL was born in Siberia, Il Sun spoke Russian, and during IL Sun's early reign there were Soviets in NK I can't imagine a total lack of the language), and whether Putin thinks he will outlive Kim natjrally

I take a contrarian viewpoint on this. I view the UN Security Council as having been the real power body behind global cooperation and coordination. The PRC has successfully broken the Security Council, making it unable to direct or coordinate any global action. While the ICC is a totally separate body, in terms of the relationships between great powers, if the top most mechanism is broken, so are the lower down mechanisms, and all the disparate treaties, organizations, and norms developed over the last 80 years become obsolete. The ICC, for at least the current era, is equally obsolete. Not because it has no use, but because there exists no possible concensus to allow it to operate. Without that consensus, it is the tree that we hear falling, and they deny ever even existed in the first place.

The security council isnt broken by PRC, it is broken simply by the permanent members with veto powers which includes russia and america. All the permanent members have from time to time used that veto privileges to block the council to take any action which is against their interest. Is that bad, yes. But then again all of them are guilthy. At the end of the day it is not just one party that spoil it. Just all of them are equally guilthy

At the actual fall off the CCCP/USSR two massive articulated trucks pulled up outside the KGB/FSB records office. Palms having been greased ,the trucks were filled with tons of "Documents of interest"! These had been identified previously, mostly by date, rather than "subject". These two trucks drove north to the border between Russia and Finland. And then onto ferries to the UK, hence the biggest intelligence heist by the West of CCCP intel. That's very interesting on the change of church calendrer, but I think you need to start talking about the Russo/Ukrainian Orthodox schism (this occurred in 2018 and was a MAJOR event in the Christian Orthodox World). Keep in mind that not just the Russian Orthodox Church, but most orthodox (and even some eastern Catholic Churches, I happen to be Ukrainian Catholic) still use the Julian calendar. Honestly, that schism should have been a MAJOR warning sign of potential conflict to come (and of decline Russian influence). The reason this schism was so important? Because prior to 2018 the Russian Orthodox Church was the de-facto leader in the Orthodox world and was a major way Russia was able to exercise soft power over many countries within its block (Armenia, Serbia, Ukraine). However, the actual church in Russia had been in decline for a very long time (Ukraine, on the other hand, was seen as a real place of hope for an Orthodox renewal of sorts). The fact is, the church in power might have been Russian, but the people going to liturgy were Ukrainians, and you can't really stay in control of a church when no one is going to your Church (shocker!). In orthodoxy, there is a belief that a church should be autocephalous - the people of the church should appoint their own head, and the church should not be subject to external influence. In 2018 Ukraine practiced that and Russia reacted by declaring them in schism. The calendrer change for Christmas does sadden me if it leads to more schisms, but what I could see happening is Constantinople and others taking Ukraine's lead. Anyways, it is all just more indication that Russian influence is on the decline, regardless of the outcome of the battlefield.

The leader in the Orthodox Church is the Ecumenical Patriarchate in Istanbul. Russia had power over other countries indeed because they are still full of secret services agents. But in Church matters, THE Patriarch, if we can talk about something like that in a group of authocephalic churches, is the ecumenical one. In the Slavic languages he's called "Patriarch of the Universe" - Вселенски.

@@huskytail The separation of the Ukrainian Orthodox Church from the Moscow Patriarchate occurred back in 1990. They declared themselves autocephalous and were supported by those who wished to split the Russian world. The Patriarch of Constantinople supported the split and wanted to pull the "blanket" over to his side. but this simpleton was ditched and subsequently forced to support the destruction of the Ukrainian Orthodox Church in 2018 and sign the Jesuit paper. Ukrainians were warned in 1990 that this was the beginning of their end. Now the Ukrainian Orthodox Church is being destroyed, its property confiscated, and imprisoned. it's on wikipedia.

I think Putin was likely there. But we also saw one or some of his decoys there, for sure. People might not pay attention to all details but they've been hearing his speech daily for over 2 decades now, so someone else trying to imitate his manner of speaking would stick out like a sore thumb. By all reason, every time Putin speaks, it's the genuine one, which is why they never put too much effort into making his decoys indistinguishable. So if you want to show Putin wasn't there, you also need to find evidence of footage manipulation. Like when he met flight attendants and was clearly green screened in, it was hilarious. It matters in a way that it separates Putin from his "elites". They are not wanted by the ICC but as time passes and the atrocities go on they might be. And they are not presidents - international leaders' immunity does not work for them. So this warrant is useful at least as another way to make all those around Putin to be more sceptical about continuing their way with him.

I think there are two scenarios that could play out in regards to the reactions of the Global South specifically: 1. The announcement is received with skepticism , cynicism, and distrust. There were clear moments where war crimes have occurred after 1998, of note is the war in Iraq and the intervention in Libya. Additionally, the continuing humanitarian crisis in Israel Palestine is a pertinent and visible example of impunity a country can have regardless of any clear laws or how clear human rights violations have occurred. With that in mind, the clear barrier is the lack of involvement of larger more powerful countries i.e. the US, China, India. The overall state of things looks like only smaller weaker countries are subject to the law and larger ones are able to act with impunity. The conventional understanding of the concept of laws is that they apply equally and effectively to all regardless of status, position, or power. Furthermore, some legal practices rely on the concept of basing judgements on precedent, i.e. how far similar cases were dealt with in the past to inform any future cases. The precedent has been established that mid level countries like Argentina can have their leaders arrested. This is not the case for larger more powerful countries. Of note is the US, where in 2002, Bush sent to Congress which passed a law called the American Service-members' Protection Act. This act stipulates that if any US service-member is arrested or detained by the ICC, the US military has the ability to use "all means necessary" to free said service-member. At the time this was announced, opponents called this the Hague Invasion Act, and the US military protested as well. Therefore, though some in the Global South have signed on to it, there is some reasonable understanding that the announcements are rather hollow, especially how after an arrest occurred in 1998, the ASPA and the Iraq War occurred not half a decade later with no repercussion. So since then, any announcement is taken with a large grain of salt, and also with distrust, dishonesty, and some taste of hypocrisy for the Global South. And, it seems to them whenever the West uses these laws, they are for publicity reasons and the real promise and values of equality before the law or the rule of law are effectively spoken in vain. This partly explains the lackluster outrage or indifference that countries outside the West had towards the Ukraine war, and countries would cooperate if there was some gain involved in terms of publicity or sales of weapons. 2. Even with all that's been laid out above, some credibility can be had with the establishment of precedent. If one world leader of a large country is arrested, like Putin, then it can be possible others can as well. The fact that this announcement somewhat coincided with the Trump arrest proceedings can be seen as some symbolic signal. That both US and Russian world leaders can be arrested. And, that means possible arrests of more egregious warcrimes can occur too i.e. those responsible for the Iraq War or Libya etc. Thus there is incentive for the Global South to encourage this arrest and cooperate. There can be some prestige and clout for a smaller country to manage to arrest Putin, and it would be rather brave, or foolish, but it sends a message - we can come for the rest. This establishment of precedent can restore some faith in the building and maintenance of an international rule of law, and it can restore some credibility the Global South had for the west prior to the events that essentially overruled the value and authority of the ICC after 2003. Additionally, there is some trust with certain individuals in the West that has maintained some credibility with the Global South, and ultimately a common understanding is desired, but that has to be under-girded with true fairness, due process, universal enforcement, and sincerity proven by action. Restoring credibility and trust is important for the Global South. It is very noticeable what is mentioned and omitted when the West announces their views and stance, as well as how each country has been treated by western nations or other powerful nations. The international community has free flowing diplomatic information, and discussions regarding how as a weaker country one can deal with the West, China, Russia, the US, can be very useful and helpful for these nations to protect their interests and not be exploited or caught in a debacle. One such organization is ASEAN in South East Asia, of which their essential philosophy is maintaining a balance of power and not being forced to choose the East or West, with the ultimate aim is to maintain sovereignty for member nations, effective coordination, and establishment of regional norms arising from member nations rather than being imposed upon them. There is an undercurrent perception that Western leaders are somehow out of touch with this idea, is being willfully ignorant, or make announcements as generally targeted for their own audience rather than the world's. However, things are changing with the flashpoint of Ukraine being a wake up call. As an example, some western nations expected the rest of the world to impose sanctions such as Qatar, who had been expected to cancel their own contracts in order to service European needs for oil. This is also the case for essential imports for grain from Russia to the Middle East, of which if that didn't happen, there would be serious trouble for countries, i.e. Egypt, who had to force their farmers to sell their grain to the government, and in the case they may refuse, the government took it from them. Turkey had some knowledge of this and can be given some credit for helping with the supply of grain. Anyway, the point is these real concerns and limitations weren't considered by some western leaders as they made sweeping demands to condemn Russia regardless of a nation's real capabilities for carrying them out if they even wanted to. Additionally, these demands was in poor taste at least for India, who were pressured not to buy oil when at the time Germany was still purchasing fossil fuels from Russia. These clear limitations and realizations have been internalized by some western leaders. And the prospect of arrests of more powerful leaders by the ICC can be a promising and optimistic signal for the Global South

So, the ICC is in a different situation with the phillipines than anywhere else.

I get you, but allowing accused peoples rights to be stripped will always end badly, for all the same reasons the death penalty is a bad idea. While it can be hard to square mentally that some rapists and murderers get to live lives in prison, the alternative is the inevitable death of innocent people, whether it be by failures in the justice system or the government abusing a lack of rights to crack down on dissent, etc.

Western armies look after the collateral damage of their own wars, as they should. Even if you have killed their parents in an invasion, I would have thought it a moral duty, by most standards, to look after orphaned children. The issue here is not buying a spin and saying Putin is wonderful for this; the issue is whether looking after orphaned children is a "war crime". *That* is a hard sell, IMO.
