The auto industry bailout did happen under Obama, though those debts were repaid to the Treasury with interest, as were the loans to the banks. The bank bailouts were obviously mishandled--the money should have been used to bail out borrowers who'd been ripped off, and the CEOs who caused the crash should have been marched off to jail. But if you don't think the government should provide liquidity to the banking system when needed, it's up to you to explain what kind of credit-distribution system you'd like to replace it with.
