Part of me understands why Italy built the forts, but it also just feels like being given an inch and then taking a mile. Plus if you are going to complain to such an extent just to turn around and not only do what you were complaining about, but do it on a larger scale? It just seems scummy to me. I could understand and even agree if it was just one tile that couldn’t be bombed.

I believe sometimes they forget. But it can also be that they have limited field marshals and generals and dont want a good general getting random skills. Like you dont want a tank based general getting infantry skills or fighting in mountains if your not going to use the skill later
