Yeah, I assume this is kinda the JoJo equivalent of hell. When I first started reading it, I thought it was just because of the alley, but Kira says there are spirits everywhere, and, though we don't know how the alley came to be, I doubt that so many people have suffered the same fate as Kira, but maybe the alley plays into why he has no memories of his life. No other ghost speaks, so we don't know. And we've seen many characters turn to yellow smoke and rise to heaven, even speaking, so they clearly still have memories at this point. But we've never seen the same happen to a villain who dies, and Kira himself says he knows he'll never go to heaven, which is the kinda thing that happens if you're already in hell. Well counter argument, we mainly see the depiction of the dead heroes souls rising into the sky, so I don't think Kakyoin, Iggy or Avdol are restless and chained to Egypt, and neither are the Morio dead and Bucciarati gang who died, or Foo Fighters. Some cases we literally see them go up and accompanied by angels. I think maybe there's a heaven, but there might not be a hell, the evil souls of the dead are probably the ones that loose themselves unable to pass on to the other side.

(Spoilers -I have a really good theory!!!! Kira is stuck in a permanent part of hell where he doesn't know why he's died. There's a part in Dante’s Inferno which states that some killers are aimlessly wandering in a state of not knowing and all they do know is they won't go to heaven which gives them a sort of torture. Kira states several times in the manga he won't go to heaven as well as looking at the actual book Dante's Inferno and taking it from the shelf as a reference. That's why I think Araki did this he wants to question where Kira is and what's happening but he gives us several other clues. One of them is the fact that Kira doesn't care about his own soul stating that he doesn't care what's on the other side and refuses to go to the spirit realm as the Monk states This type of refusal says something about how he doesn't want to change or move on even in death and still wants to harm others. The other clue is the Monk knows about Kira but won't let on more info. It's possible that this monk is some sort of demon. The last and final clue which is a huge backer to this theory is that Kira's clothes could be a huge reference to the episode in the Twilight Zone called A Nice Place to Visit episode 28 - which is about a man who is trapped in hell but doesn't know it. The man thinks that hell is a nice wonderful place he even thinks at some point he's in heaven because he gets everything he could ever want. But then he later finds out that he is in hell and he can never leave.
