I have to wonder if guys are really saying 40-45kg (88-99lbs) is ideal as the girl at 17:30 said or if she might have convinced herself of that. Even for Japan that seems to be extreme and nearing pre-puberty / elementary school weight ranges.

Probably or just some form of ignorance. Women don't really share weight to begin with. They probably think that's the ideal weight since that is the last time most people have access/knowledge of weights of others, during weigh-ins in physical exams in schools.

Japanese woman should not worry at all about their weight as they are all slim and very healthy, I have seen it for myself during my four visits to Japan since 2010! Ellie, you perfectly describe how the perfect woman should be - not too slim, not too plum and overall muscle with a healthy and strong body!
