Because it is a civil matter and there is typically no enforcement by the justice system -which I call the victim injustice system because the criminal usually has more rights than those they harm. I only know this because I have been in that position.

My husband & I were hit by a corrections van a big GMC TRUCK, a court worker made a left hand turn & totaled my little car, I got TBI, I had to relearn to do everything, it ruined our lives for a few years & we both had severe injuries. Maybe it was the traumatic brain injury, but at one point I was hurt and I was angry at the driver but I never wanted to take his life but I was not happy with that man and it might have been from the brain injury but I was so hurt and I was in so much pain and now it's been 26 years and I still suffer the same pain every day. No revenge, everyone makes mistakes. But damn ya know, I've been disabled ever since. I live off of very little, it's hard to stay positive and it really messed up my social life & what I was and wasn't able to do with my young children, honestly it breaks my heart 💜 My children & husband hurt the most I truly believe.

To drive while intoxicated and seriously injure two others, one of whom suffered a permanent limp, is not trivial. For someone described as being so talented and successful, how was it that he got behind on paying the $275K restitution to the victims? Did he have a plan on how he was going to fulfill that requirement and share it with the victims? I am NOT suggesting that the revenge was justified, or that his murderers didn't get what they deserved. But I am concerned that those who owe restitution are allowed to skip out on paying.

The dudes shouldn't have killed Ray. That being said... All 3 of them are awful people. Ray chose to drink, then drive intoxicated so he could've very easily murdered not just one but several people instead of only badly injuring 2. He should have been made to live on much more meager means so he could have been more consistent with the restitution as well as serving 2 weekends a month in confinement for 6-10yrs and 10 more with required 16 hours of community service hours a month.

You think Ray's brother was involved? The evidence is pretty conclusive that it was a plot by Bobby Manor and Victor Gray, as revenge for Bobby's car accident years before. Victor's DNA was all over Ray's house and he had Ray's bloody clothes with him. And Bobby Manor's girlfriends implicated him as well. I don't see how Ray's brother even comes into play.

​@@billyjack2010Ray and his brother were close. They talked every day. When he didn't hear from Ray after 2 days he went to Ray's house and saw the intruder (Victor Gray) and called the cops. So his brother got the ball rolling on the investigation. He wasn't involved in his brother's death.
