He's aware that we're severely disparaged equipment-wise so we resort to International Law. His proposals are interesting. Akin to playing chess just like what China is doing. He also explained how China played their pieces with Vietnam back then and applied similar tactics to us. Just a reminder, he is currently doesn't hold a government office now.
