Unfortunately, HIPAA only applies to “HIPAA covered entities” which for the most part only includes healthcare providers, health insurance companies, and medical billing companies. The police are not a HIPAA covered entity. Neither are 99% of other entities/companies. For some reason, people always think that HIPAA applies way more broadly than it actually does. He prob breached some other privacy laws or policies that do apply to police/gov entities, though.

I was trying to convey by discussing her medical condition as a government employee would violate her rights. Being in the medical field I am just so used to referring to the HIPAA laws. Without a doubt he violated her rights. He is beyond corrupt and the way he spoke about her and without an investigation on the very first day he had made up his mind she was guilty. I understand after the trial many things about the case can be obtained through public records it will be very interesting to learn more. I don't know if she is guilty or not but Proctor's testimony alone is creating enough reasonable doubt that she should be found not guilty. Possibly discussing the case with his friends and family could be considered a fourth amendment violation?

I heard that weeks ago and my first thought it was a memory of Jen from when the body was placed outside. Then I wondered why it wasn’t questioned,then trooper Paul said about his spin. So thought that was why Jackson didn’t push it. But given the phone was found under him and it started moving during 911 call, I believe he was flipped over the. So look at his clothes and blood pattern. If he landed face down why does his clothing from the rear look like it was dragged through blood. NOT splatter.
