Any surviving homes should be grandfathered in and not have to be elevated, especially if it survived two previous floods. Now I’m not saying people that continue to rebuild after collecting government assistance, without making adjustments to prevent a future flooding of their new build, should get another government assistance because they did not elevate their new build. No, you got assistance, you learned, don’t do the same again. But if a house survived flooding but now falls into a rezoned area, it is a preexisting structure and should not fall into the rezoning unless it is destroyed.
