But I have problem with Kotkin's last point that implies authoritarian regimes like China are not entitled to feel secure, and only democratic regimes are entitled to feel secure. If that's the terms of a bilateral relationship between China and US, then it's a recipe for existential conflict. International order should be mainly about the rules governing the interaction between nations, regardless of their political system. It's not one country's place to tell another that their political system is illegitimate unless there is global consensus such as the South African apartheid regime or the Israeli occupation of Palestinian land. What matters is the conduct of nations, whether they abide by international norms. We all know that US violates many of these norms when it does not suit itself, which is big part of the problem. Global governance should not be conflated with domestic governance, which many western commentators often do. There are certainly a lot of people in China that wish to have a more open and western like rule based society, but this does not mean that they think the current Chinese political system is illegitimate as many westerners believe. For most Chinese, legitimacy is based on outcome for the people, not on abstract principles on paper. What most Chinese want is improvements in the system they have, which may very well still be a one party dominant political system like Japan, which Kotkin classifies as western based on its institutions, but more accountable to the public and open than the current system.

There is another point that is being missed. Russia's economy is a war economy right now. It is being propped up by the war economy which is not sustainable in the long run.
