Regarding suspending the hero, another counter argument is the opening events of Windwaker where evil was reborn but no hero was there to stop it, leading to the flooding of Hyrule. So evil can be reborn without Link per Windwaker. There have also been more than one Zeldas before (see Zelda 2: Adventures of Link). I don't think tying evil to the heroes not being around works.

Slightly more niche but I think Fuuko from Undead Unluck would be a perfect violet ring. Her power gets stronger the more she loves whoever/whatever she targets. Just a high five from her boyfriend was enough to summon a comet. Love is a pretty important theme in the story overall so a lot of characters would work but Fuuko being the main character embodies it the most I feel.

I think the Spirit of the Hero is a bit more esoteric than the reincarnations of Zelda, and closer to how Demise's Hatred manifests With Zelda it's a clear through line of "The blood of the Goddess", so any blood descendant has the potential to manifest the powers brought about by their bloodline While we see in Wind Waker that even in a timeline without the hero chosen by the gods, the Link of that time still possesses the spirit of a hero, and thus is the one who defeats Ganondorf I think it's more of a mantle that you can take up rather than necessarily being something that you need to be born destined to do, if that makes sense. It's like the Chosen Undead in Dark Souls, where Link will be the Hero because he has the resolve and Spirit matching that of the first Hero, rather than being the SAME Spirit TLDR, I don't think sealing Link would necessarily work, since someone else with a heroic spirit would eventually rise up in the face of some conflict, and thus become the Hero of that adventure (And almost certainly have blond hair, though it could be closer to brown, or even pink, depending)
