@@deletthis5040 because the typical use case for syringes is to adminster drugs. I think you are misinterpreting the word 'paraphernalia'. Instead of reading 'drug paraphernalia' try seeing it as "miscellaneous item commonly used to administer drugs". Another example can be taken directly from the Google definition: "drills, saws, and other paraphernalia necessary for home improvements". As you can see from the examples provided, the word paraphernalia does not mean it's illegal, it just means its a miscellaneous item that is associated with the contextual subject.

He removed the strings from the guitar, taped his package of heroin to the inside, then replaced them. The syringes and bread in the balloon were a distraction. Since one would assume the suspect would attempt to hide the paraphernalia as well as any drugs, one might also assume all suspicious and/or illegal items would be hidden together, in the "best" spot, so a cop might not bother going to the trouble to dismantle the gutar in order to facilitate further search. Brilliant!
