Certain meats are completely safe to eat so long as the outside is thoroughly cooked, others are not. It depends on the type of animal you got the meat from, how their immune system works, and what types of bacteria target said animal. Generally speaking though, no loose/minced meat will ever be safe to eat unless thoroughly cooked. Saying meat is either done or not done is like saying meat is either salted or not salted. It could have a pinch of salt on it, or an entire box/bag of salt; it's a noticeable difference when you try to eat it. That said, everyone has preferences, and I'm fairly certain this remark wasn't meant to be taken seriously. There are just too many people with an irrational fear of rare meat.

Because it's not for sharpening, it's for honing the edge. When you cut stuff knife's edge gets tiny bends, those honing rods are used to make edge straight again. If you give your knife a few passes on a decent quality honing rod (preferably ceramic, but definitely not soft steel one) after / before cooking you will not have to actually sharpen it that often.
