If you where a Criminal, you where permitted to commit crimes, because it lead to people willingly giving up freedoms. One example was Kiev, where food thieves where permitted to run rampant, eventually leading to the citizens demanding the government do something, which the government whole heartedly agreed by preventing local shops from selling food, and only allowing government run shops to sell food. By contrast, citizens were severely punished for defending themselves from criminals, because it made the government look weak, and was seen as a potential method people could ferment revolt or revolution. By punishing people who defend themselves it further enforced the government's monopoly on violence.
