The reason the UI is bad in most self-checkouts (and a lot of other public-use software) is because people generally go with the lowest bidder/quote for a contracted job, so they're trading good customer experience for a lower monetary price. And you get what you pay for, which in this case is a product that works, but not as well as it could.
