First again Cell was an android their power didn’t fluctuate or go down unless they were damaged in some way. Again it was implied he was solar system level, but we never got the logistics of that statement like does that mean destroying each planet one by one does that mean destroying it all at once or making the sun go supernova by supplying it with enough energy to make it explode. I said in a previous debate about this topic, that all these characters are suppose to be universal or multiversal but show nothing to back up that claim at all or aren’t even remotely consistent. Both of these characters are severally downplayed by a lot of folks. They are both top tier characters based on what we have seen in both of there respective universes. I only know of two characters in Dragonball who can best Whis. Zeno and his father. Silver Surfer has some embarrassing defeats but that comes down to poor writing on Marvel considering his actually feats. DC has a character very similar to surfer and he has bested Superman with no effort at all. Id imagine Surfer would do the same with no difficulty in a similar manner to how he beat Hulk in the comics. Absorb the energy needed to fuel the character and the character reverts to human form. Like draining a battery. I ignore people who downplay characters. This fight could go either way if you asked me for an honest opinion. They both have cosmic level powers and we dont even know the full extent of what Whis is capable of. Clearly he stacks higher up the chain than Goku, Vegeta and Beerus. Who all have the capability of destroying the universe at current power levels. We know for a fact that Surfer can destroy planets but I dont recall him ever being a universal threat. I imagine he could be with his powerset. People love downplaying him to Dr Manhattan but Ive never seen Dr Manhattan do anything impressive that other characters haven't done in their respective universes. As far as Ive seen he cant time travel. Only see into the future. Thats already lower tier than Surfer. His main skill set is matter manipulation which Surfer also has. DM is clearly lower tier in any other universe but his own. Maybe Ive missed a crossover somewhere. If so someone please correct me. Most of the time I chalk it up as biased commenters with no clue about any universe other than the one they are reading.

I agree that I think the writers put Whis and the rest of the guardian angels restricted at what they are allowed to do. As powerful as they are, they were made with natural inclination to obey rules (though they a re allow to use loopholes - that technically means they adhere to rules with certain exceptions). They are not technically warriors or fighters, nor allow to interfere with universal matters. That is why we don’t see Whis (and the other angel’s) full power. They are just not allowed to. I think Whis can stop Silver Surfer under certain conditions, but as an Angel, he’s not allow to just engage in fights or interfere (if Surfer were to destroy a planet - Whis isn’t really alllowed to directly interfere with it). If Surfer directly attacks Whis, then yes Whis will mostly just block and dodge - due to him not being a pure fight, having no real emotions (constrain calmn and UI state), and having no interest to beat or fight Surfer. Whis using loopholes may knock out Surfer (like he did Beerus), but he wouldn’t be allowed to fight Surfer directly.

Considering Whis was casually toying with Broly, and Broly needed a fusion of Goku and Vegeta going Blue to actually stop him (that’s Goku and Vegeta’s power added together and then multiplied many, many times), I’d say Whis is pretty freaking OP, when a Goku all the way back during BoG arc could already destroy the universe if he didn’t regulate his powers like he tends to do now (explained in the manga). And Whis is one of the highest. And in Japan, you can see a lot of characters whose power is illustrated by their raw power alone or their dimensionality, like Fate, Tensura, Umineko, Maou Gakuin and even Dragon Ball with Zeno.
