Burr never campaigned in that election. It was only after an elector forgot to leave him off one ballot that he ended up tied with Jefferson and tried to take power.

You couldn't just free your slaves, just like you can't just sell your house even today. The the government always wants their cut. It was extremely, extremely expensive to free your slaves because of the tax on it. Jefferson inherited his slaves and was in massive debt.
