What's even worse is the person who not only talks too much but digresses and talks about stuff that's not even related to the topic. I have such a short fuse for people like that. I regard them as mentally degenerate, so i'm not as nice with them as you are, but your approach seems very effective. I'll use it for this one misfit on my job. He gets into a meeting and won't stop talking. He'll talk for the whole hour if you let him.

Twice I have had more to say in political meetings than time per person was allocated. In each case I had onyl about 15 seconds. In the first case the leader did much what you said. He knew me well enough to know that I had a real point if importance but also that I could easily come up with quite a detailed speech on the nature and details. As a result the point was minimally referred to and pssed on. Later, a chance t o post the details on the internet arise, and so I posted a detailed comment, referring to the original meeting and my 15 second comment. I was not truly comfortable about being only allowed 15 seconds for a subject that was truly large, germane to the general theme of the meeting and very complex, however I still did what I could as the chances arose. On the second political meeting on a different topic, when the "15 second timer" arose, My first comment was the trepidation caused by the shortness of a mere 15 seconds. Then, I "flagged" the sub-issue I had had in mind. I can psst on the internet in respect of many, many topics, in English, French or Spanish. Today, I think this is essential given the common constraints of time for all. However whether such comments will engender further dialogue of one sort or another may be the concern. If, when or where, this does not happen, it may be the harbinger of too many not caring much about anything but their own concerns, and even if there is a threqat in the offing, they may still be all too concerned about who is going to be the "hero" to solve the issue than whether the issue ever gets solved "before the barn door has to be loosed after the horse has fled." In smaller groups, sometimes people expect that, using an arbitrary number of 6 in thre group, each participant will have exactly one sixth of the speaking time. This is not always the best answer in true respect of the stated common interest of the group. If it turns out that one or 2 of the participants have a notably higher degree of de facto expertise that can be of help to the stated common interest, and the 1/6 rule is imposed, the group loses in respect of its stated interest. However if the real interests of the group are more social than productive, the underlying hypocracy is wasting a lot of time, and I, personally would prefer to have known the undertone explicitly and forthrightly before taking the trouble to participate. Since this all too often is less than explicitly forthright, I will want to know before entering, what is/are the circumstantial reasons supporting that common desire to deal with the original topic. Hence if I watch for the existence of groups, I may see many startups and many which have been around for some time, but I am really looking for those underlying circumstances that can drive the true stated interest, and a few practical details that might determine if or not I can get to the venue, and if it does not have a high cost attached. I may email the leader or organizer for some of the simpler questions if what I see up front is enough to show some sign of promise, otherwise I get all the life interaction I need to survive anyway.

Teenage girls with ADHD can talk 16 hours non stop u til they literally shut down and go to sleep, I love it with my step daughter since she was 7 and she is 20 now and it still drives me insane and I can’t even be near her it’s just non stop all day and night

I’m sorry but this for my situation is BS! I’m a caregiver for a gentleman who has a freaking obnoxious daughter who pins me down for HER conversations where she will freaking talk non damn stop for at least 1 hour or more! She is known for doing this by many, family etc. I kid you not when I say CONSTANT NON STOP TALKING! When I leave her dads house my nerves are rattled! Sir, with all due respect, any advice is welcomed.
