Yes, indeed, the 8-pin power cable is not a proprietary connector. However, the power supply that comes with this PC is 310W and does not have an 8-pin PCIe power cable. The recommended power supply for an RTX 3060 is 550W, so using a 310W PSU is not secure for long-term operation with this setup. Adding two PSUs to a PC is just an idea and can be fun too.
