If you put the hotdog in a ziplock bag (without much air in it), then the hydroxide doesn't get to it but the heat will, and the dog will remain uncontaminated. Also, there are other chemicals you could try. Chemical hot packs work from the heat of crystalization and are nowhere near as nasty (usually made of sodium acetate).

Fun fact: I've actually eaten a glowstick. They taste like just about how you'd expect a stick of chemicals that start glowing an unnatural neon color when you break them to taste. So bad. I can still vividly remember the taste.

My friend had a teacher basically as safe as this guy. Alright here goes. So this like was 8th grade and they were testing various chemicals pH or something, and at the end they just poured them all down the drains (at once). Turns out that one of those chemicals was ammonia, and another was bleach, so the 8th graders made a bunch of mustard gas in the sinks. The friend mentioned "Hey, that's mustard gas, that's not the safest." And the teacher just goes "That's why you wear safety goggles." like those would protect you from your lungs melting. So that must've been a fun day.

For the crack dog, you should've looked into military/camping flameless ration heaters. Most use iron oxide and magnesium powder with salt, adding water to produce heat from the galvanic reaction between the two dissimilar metals. On a cold day, you use the salt packet provided in the ration to increase the rate of reaction.
