What a fun question for me!
If you aren't familiar with me/my flock, I actually have both species, a Golden Conure - Guaruba guarouba - and a Cape Parrot - Poicephalus fuscicollis fuscicollis -
The Golden, Or Queen Of Bavaria
Wow! I've never met a parrot that was so loving and affectionate. Golden Conures are known for being the most social and engaging parrots because they tend to be gentle with all others. My Golden makes friends out of most of my other parrots, including a Cape Parrot, but he still bonds with myself, my husband and our Amazon, who loves him to pieces!
I've never seen our Golden start a fight or have issues with another parrot. He's beautiful, a great size, has a great personality and is easy to get along with and befriend. He is the only parrot I have that is more open to new people.
He can be vocal, but he's not a "noisy" parrot - by my definition. The only drawback to him? He's a velcro bird. Even though he has several close connections, he wants to be on us all the time.
Cape Parrot
Don't get me wrong, I adore my Golden Conure. I had two, but the 2nd was a rescue and he was either too sick or too old (died due to a bad liver and kidney :( ) Maybe when my Golden is older he'll be easier and a little more independent (not that he's that bad, but he can be pesky).
The Capes are a little like that too. Neither species is too loud. Their sounds aren't cacophonous or never-ending. You may be able to get away with either in an apartment, but my guess is a Cape would be safer, noise-wise.
Two of our Capes are cuddly - they curl their big heads and beaks down to be petted on their necks and chins (the bones at their lower mandibles). They are easy-going, don't get freaked out easily (a lot of parrots do) and they too are sweet. Our third wants to be with us or on us (not in a pesky way) but doesn't want to be pet.
The Capes are also known to be great talkers. They are an uncommon species, as are Golden Conures - who are not known to be talkers. My Capes are young and are starting to talk. I haven't found good info on how much they will learn to say, but they say it pretty clearly, "Good boy!" and "Hi!"
Perhaps it comes down to you and your lifestyle. Again, I adore my Golden, but his energy is a little high for me. If another Golden crossed my path and needed a home (especially an adult), I would easily give it a home. Otherwise, he has plenty of love in his life and I don't currently plan to add another.
Our Capes are just easy. I feel connected with all my parrots, and certainly with them. I feel like they go with the flow well; they don't instigate fights or problems and can defend themselves. They don't eat my kitchen cabinets (so far anyway) but they do love to play. They eat well, are the only parrot that eats walnuts, like a Macaw, and they just "fit" well. Tesla looks at me when it is time to go to bed, "I'm ready," his look says. I pet him some, bring him to his cage and he makes some sounds, but he knows the routine. He settles and eats or sleeps. Easy.
But, I don't believe you can go wrong with either species. They are amazing creatures and two species of parrots that are a privilige to share my life with.
