Illegal Harley-Davidson Performance Coming To An End (Thank the EPA)

Harley-Davidson performance is about to change real quick and there's a lot of unknowns. The government is cracking down on performance exhaust and tuners for your Harley-Davidson motorcycle. Major and popular Harley-Davidson exhaust and tuner manufacturers are only offering EPA compliant products. This makes many of the performance parts we love not only more expensive to buy, but underperforming from where they were before the government stepped in. This may be the end of the Harley-Davidson performance as we know it unless we re-imagine it.

Laws and regulations cannot buy their nature increase our freedoms they are only methods to decrease freedoms. Sometimes necessary but rarely so in my opinion. We could come at this ecological responsibility problem with a lot more wisdom that’s for sure. The local small businesses in the lower and middle class citizens should be considered not just when Congress passes a law but with bureaucrats implement the enforcement of these regulations there needs to be ethics reviews.

Aircraft, particularly military aircraft have zero regulations about emissions . (ground vehicles are just as bad or worse as they get less maintenance and less well trained operators) It looks cool to see full afterburners applied but the pollution level is way higher than almost anything I've ever ridden (including Maico 490 that only got about 16~20 mpg but did less than 1,500 miles a year racing) If the EPA is serious about pollution, they need to look at everything not just easily regulated targets that are easy to find en mass at bike events.

When all tuners are locked to EPA compliance, the available tunes will presume the existence of a cat, so probably not a good idea to rip the cat out (unless you live in an area that doesn't do inspections AND you can get your hands on an older tuner that's not locked AND the software to tune the tuner).

That's where you can use the auto tune feature if you're using an EPA compliant map without a catalytic converter. The air fuel ratio is going to remain static and you won't be able to change that since it will be locked with the lean AFR table. But what auto tune will do is collect data from air in and out of exhaust and then determine how fast the cylinders are filling with and expelling air. This is the volumetric efficiency, that's what the tuner will actually correct the map to if you're not running a cat when the changes are applied to the map after the auto tune session. It's not perfect as it's all computer calculations on the fly but it does work very well.

I’d say the sky is not falling just yet chicken little. I’ve been in the diesel community for decades . In 2010 Cummins (pressured by epa) made it “impossible” to delete their trucks… guess how long that lasted? I know a guy who knows quite a large community of deleted diesel trucks including 2023 models. There will (for a long time) be an aftermarket source for parts. Granted, not every shop will do it, and and many brand name aftermarket parts manufacturers will comply if put against the wall with hefty fines. One may have to buy the parts on line and install them, like my friend did in his truck :) I wouldn’t worry just yet. Like I said, back in 2010 there were plenty of chicken littles in the diesel community… 14 years later, the sky is still intact above our heads. I would worry more about the ugliness of the new Harley touring bikes…

Never ceases to amaze me that we are forced to use catalytic converters on any vehicle. If an engine is kept in tune and in good condition a catalytic converter does absolutely nothing!!! In fact it actually increases the emissions by about 15% on average. Harley stock bikes have no overlap in the camshaft lobe timing so there is no possibility of un burnt fuel being sucked into the exhaust system, they are fuel injected with maps designed to prevent the possibility of any unburnt fuel being released into the atmosphere. The only possible explanation is that the manufactures of catalytic converters have such a hold over politicians no one can see the forest for the trees. And before we all run out and buy electric cycles if you local power station is not nuclear, solar or a wind farm then answer me this when did you see a catalytic converter on a coal fired power station. Not that it would make you feel better, but it's not just state side, the euro 5 regulation has an update to 5+ which is aimed directly at bikes, which means manufacturers have to install more software and electronics to monitor the condition of the catalytic converter, and if it's not performing properly it will put the bike in limp mode till you replace it 😮

You haven't ridden many bikes. Most these days run hotter than hell and have jerky throttle response. I don't personally give a shit about peak power numbers, but running hot and lurching around sucks. The govt is run by idiots. There are very few of us motorcyclists and most of us don't ride much to begin with and then we also have several months a year we can't ride in a lot of places. Requiring all this bullshit on motorcycles is pissing in the ocean from a pollution perspective. It is doing nothing more than making the bikes unsafe. If you want a fast bike, then buy a fast bike instead of breaking EPA regs to try and make a slow bike fast. Other manufacturers manage to do it. Reading the comments, I'm probably going to get jumped on but so be it. I'm a HD owner and have loved them for my entire life. There can be a gold lining to this. Look at the auto and light truck industry to see what happened there. The short answer is more power, great fuel milage along with good manners. It has been possible since the late eighties to attain 100 hp per litre in a production vehicle and meet EPA standards. Just imagine for a moment, a 1800cc HD Vee Twin making 180 hp, stock out of the dealerships, with no need for stage 1, 2, 3 or 4 mods meeting EPA standards with great reliability. Yes, Harley Davidson would need to change it's business model, but it can happen. The engines wouldn't look the same, but they could sound the same and feel the same, just with more power than ever. All that at little or no extra cost. The Milwaukee 8 was a nice change, unfortunately it wasn't enough. I want to see Harley Davidson stay in business and change is needed in order for that to happen. Years ago I hated the EPA, but looking back, it drove much change, mostly for the better. In closing, Harley Davidson always knew how to do it but chose not to. Now, is more of a have to.

A lot of people that's the first thing they do is get new head pipe on a touring bike to eliminate the cat. If you have slip ons on anything non touring the cat is gone since it's in the factory mufflers.

Contrary to most beliefs, tightening emissions standards have tightened up tolerances among manufacturers products, increasing reliability. A volumetrically efficient engine makes good power AND has cleaner emissions! Unfortunately, HD may have to go to liquid cooling.

They do this slowly in stages and they put it in law, so for example: you modify your pipes, you go riding and you get ticket for loud pipes. if you don't pay ticket you lose your license, and so on. You can still technically "own" your bike, but you won't be able to drive it without passing gov't inspection. Our bikes will be living room conversation ornaments. I was recently pulled over for a "documents check". The cop noticed that my headlight was not DOT compliant. Yup, had to replace it with a DOT compliant headlight. Many cities already do random testing for loud exhaust during traffic stops, using decibel meters. It's just going to keep getting worse.

The EPA is not a part of the legislative branch. They have no legal authority to strongarm companies into these drastic changes which affect every single aftermarket parts company or shop for that matter. This is major regulation without legislation. A faceless organization like the EPA cannot do whatever they please under the guise of a regulatory agency. Contact your state senators/representatives, it’s the only way to fight back against the EPA’s abuse of authority.

I will not be running any EPA compliance motorcycles. A help for me is this is the last year of vehicle inspections in Texas although that didn’t stop me anyway.
