Those are glass vials surrounded by a layer of cotton balls, to prevent the glass vial from being broken inadvertently, sheathed in a later of Tyvek (PE textile) to prevent the broken glass cutting the person breaking the vial. It is a liquid, that is meant to soak the cotton and diffuse through the Tyvek. These solid smelling salts are almost pure anhydrous ammonium carbonate crystals. They turn into pure ammonia when the moisture in the air hits them. The liquid in the capsules is around a 15-20% ammonia solution in a carrier solvent of ethanol. (Source: medical smelling salts MSDS) and the ammonia from the crystals is diffused into the air much quicker than the ammonia in the capsules that needs to change phase into a gas due to the volatility of the ethanol. So the crystals hit you much harder than the vial/capsule type. Even though it's a 15-20% solution vs a 100% solution, the mechanism of delivery is much stronger for the crystals than the 5-6x stronger you would think it would be.

For anyone who doesn't know, smelling salts are used before lifting because the smells triggers your andrenal system to go into fight or flight mode and dump a large amount of adrenaline. It makes you pumped for sure. But you don't want to activate your system like that repeatedly and the after effects can be a pretty big crash. It's basically an ultra short ultra powerful energy drink courtesy of your body. You will feel after effects from the adrenaline spike.

Most of the time they don't even make sense. They're just funny, whether they make sense or not, because of their outlandish and quick witted nature. Most people only watch these Theo clips on KZbin, but if you listen to the podcasts he's on (like This Past Weekend or The King and The Sting), you'd hear more of his one-liners that he just spits out so quickly, but don't make very much sense. That's what makes him funny.
