I don't think so. Because regardless of what the characters would do, there was nothing stopping the US and USSR from keep raging a nuclear war that would inevitably end this way. Sure, they could let go of their pride and selfish goals, but the moment Soviets stepped on Hawaiian soil, it was all over. Regardless of what would happen with the characters, the Russian-American coalition and the 50 Blessings would keep further exacerbating the tension between the two superpowers into this. This is also one of the main themes of the game as well, nothing you do matters in the grand scale of things. Just like Richard said in the first game: ''You'll never see the whole picture, and it's all your fault.''

It's such an amazing and well executed concept where the intense, action heavy gameplay gets you all high on endorphins and makes you feel like a god, but then story-wise each chapter takes a turn for the worst and ends with some horrible shit happening that just makes you crash from that high into the lowest of the lows, feeling terrible about what you've witnessed and almost guilty about what you did while in control of the characters. Just goes to show that people who made this game knew their shit, it's surprisingly effective at making us feel something for a bunch of fictional characters despite us indiscriminately murdering similar ones just seconds before and feeling great about it

Laughing having a good time. They go down the hallway. Then I hear an explosion. Followed by a few seconds of silence. Then the wall of fire begins coming down my hallway consuming everything incredibly fast, but also very slowly. I sit there knowing there is nothing I can do as I watch the flames get closer and eventually consumes me. I sit in the flames burning for a few seconds before waking up.
