Thunderball also has the bit where he seemingly blackmails a nurse(?) into bonking him as the price of him not telling her boss he nearly died on her watch (when a villain trapped him in some sort of physiotherapy machine) and getting her fired. That one and the Pussy Galore one both kinda have to be shoved in the "she wanted him really but she wouldn't quite say it and all the non-consensual stuff was just flirtation/banter" slot, which is questionable but not as bad as the more literal interpretation.

The suit case from With Russia With Love was the first Q gadget and one people seem not to mention very often. It's way more practical than some of his other gadgets although I don't see it getting through most security these days. Oh and the Garrote watch can be counted as a Bond gadget since he is shown to have kept it in On Her Majestys Secret Service. And he did use it in From Russia With Love. Technically.

I think The Living Daylights is a criminally underrated Bond movie. I feel it got ignored in the old 90's and 00's James Bond marathons on tv due to its association with the Mujahedeen (not the only reason why Rambo 3 was bad though). The plot is very much a spy story due to the jumping off point being a Soviet defecting and then an unraveling plot involving other bad guys trying to kidnap him to return him back to the Soviets for a price. I know there's a plot about killing all spies, but I feel the defection plot is more crucial to the flow of the movie than Smiert Spionam thing. The main bad guy has a classic superiority complex (and is played by the same guy who would later become James Bonds friend in the Brosnan films) but really is just a glorified drugs and arms dealer, but his main henchman literally strangles people with headphones cables. That is so freaking Bond and I've always loved it. It certainly can't be counted among the best bond films, but I certainly enjoy watching it. Plus John Rhys-Davies plays the successor of Gogol, and he is great as always.

My favorite car that is definitely way too gadgeted out is the white one in octopussy that had the high tech anti-theft system that involves sudden combustion of explosive materials so that the thief can't steal ever again. Bond's face when he realized he was down a set of fast wheels was funny too

For sheer versatility I'd have to go with the phone from Tomorrow Never Dies; it's a fingerprint scanner, it has a lock pick in the aerial, a taser and, when flipped open, can be used to drive the car. Runner up is the attache case in From Russia With Love - throwing knives, exploding talc tear gas, a stowaway sniper rifle (complete with ammo in the brass studs) and even emergency cash! Also marks the first appearance of Desmond Llewellyn as Q.

In Moonraker there was a mannequin of a sleeping Mexican that opened up into a machine gun. Bond never uses it but it always stuck with me as one of the coolest, and oddly enough practical gadgets if you were trying to assassinate a street level target.

I know you said cars are not gadgets, but the phone in Tomorrow Never Dies does have some pretty useful features that even Apple haven’t perfected. E.g electrically shock its user. 😄 Also I just rewatched OHMSS and realised Q doesn’t give any gadgets in that movie. He just has to use his smarts and whimsy.
