sometimes I have seen there is a guard ring around a resistor. Guard ring around a transistor is understandable but why would we need it for a resistor ?

No need for a resistor. Bcos gaurd ring is to do with substrate. (Unless its really high frequency design: there could be capacitive coupling from/to substrate)

sir, I have doubt in which situation we place dummies by all 4 sides ( left, right, top and bottom ) and in which situation we place dummies by left and right

depends on the aspect ratio of the resistor ..ie length/width...if width is considerable, then you may have to place dummies on top and bottom. else for resistors, left and right dummies are enough...it is decided on a case to case basis
