Something you gotta understand is that golden rule of all writing theory is the concept of "no wasted lines" I.e., if you include something it must have some kind of greater meaning in the narrative. For a game that is >10 years, the main story being a simple repeat/rehash of the Claude-Catalina or Red Dead Redemption storyline would likely provoke a huge storm of backlash. What I want to see is have what many here say to be the multiple choice ending (one survives, both survive) be brought forward to about the 1/3 or 1/2 point in the story, with a different story unfolding depending on which character is chosen to start the mission. If Jason (as an undercover cop) is the betrayer, it would be interesting to see a Ashley/Kaidan situation in Mass Effect 3, where Shepard had to convince the Virmire survivor to stand down. Fail, and the Virmire survivor is killed. If Lucia is the betrayer, she could then choose to either convince Jason to take the fall for her during a botched escape, pull a Catalina, or fatally wound Jason to secure her getaway.

Erm akshually, the line at 2:58 where Matpat said that Michael went into witness protection is incorrect, as fellow DarkviperAU fans know. Michael was never actually taken to court and convicted. Instead, he circumvented the justice system to make a deal with Dave, a low-level federal agent, behind the FIB's back. Dave would receive a promotion and fame for "killing" Michael Townley, the notorious bank robber, and Michael would be able to escape his criminal lifestyle and live with his family.

I mean the game basically tells you this. Lester telling Michael that he’s not in any Witness protection he’s aware of. Plus the dialogue between Dave and Michael talking about their special “deal”. No one in witness protection would be forced to help a corrupt government agent.

In my opinion, the fact that the woman on the seal is looking towards the steamboat is also relevant. From my knowledge of pop culture, steamboats are typically associated with wealthy gambler den's, especially in the swampy south like Louisiana, which is not too far from our Florida base. From what you've shown, it certainly sounds like Lucia wants out; to move to greener pastures. And this being a GTA game, money and corruption are going to be at the forefront. I can certainly see a plot line where the antagonists a cabal of old money crime lords. They can bribe off the authorities and could certainly fit that Snake role. They could promise her wealth, status, all the vices she can dream of to resolve a thorn in their side. Like you said, the alligator/crocodile is quintessentially Floridian. So that fact that it is 'claiming' the character that might represent Jason, I would be willing to hazard that he is being claimed by the culture of Vice City. He could be nervous not because of the cops and potential to be arrested, but maybe this last score is against some local crews. Folks he considers to be family. Given how authenticity also seems to be a common theme. 'How much are you willing to sacrifice for your desires?' could be a very poignant question the game asks.

Here's something else to add to this. Remember how the articles kept comparing Jason and Lucia to Bonnie and Clyde? Well, what happened to Bonnie and Clyde? They got killed by the cops, right? What if at the end, we play as either Lucia or Jason and depending on what choices we make, we can get either both killed, one of them killed, or they both somehow survive and make it out alive?

While I do like the theory of jason being an undercover cop, I think being a corrupt cop is an even more interesting theory. THIS would explain his stress to seeing cops, and worrying about being caught. This would also explain why he keeps his hair well kept, if he was still assigned to a uniformed division (such as patrol, or as a detective). I will say the haircut isn't super critical evidence, I personally like keeping my hair short in the summer where I live because it's pretty freaking hot. OBVIOUSLY Leonida/Florida gets really hot during the summer as well.
