I'm sure it's much more time consuming than it seems, especially since they are among the best segments of the year. Getting the final versions of them takes much longer, and part of the appeal is you just don't see these jokes every week. Maybe if they were monthly, 10-15 minutes.

People idolize the first years because they see classic skits culled from then. I think it's better now than when I first started watching regularly around 1978. At least now there are occasional episodes where over half of the skits plus WU are good quality writing and well produced. The early years seemed a lot more "improve night and someone's filming it".
