The only thing that needs changing here is the ability to customize the Coat of Arms for your dynasty and realm rather than just choosing a random one. Everything else looks amazing besides...besides whatever that thing he made in the video is.

Matt, the dev lead on this project said that it was impossible to implement with how the shields have been implemented in CK3. At least for now. Maybe in the future, we can get something similar (or better) to ck2's CoA designer.

As a newbie to the series, with only 57.9 hours into CK3, the last thing I need at this point is Ruler Designer. For those with more experience, I fully understand the attractiveness of this new feature.

Why? Using the Ruler Designer doesn't make the game harder, in fact with all the points you can use (unlike CK2 where you had far less points) you can make an all-around decent or even very good character.
