Superman never blitzes opponents. He likes to take damage and decide how much he can hit back without killing. So, he eats a lot of damage because he believes, through experience, that he is invulnerable to pretty much everything. This behavior gives SS plenty of time to scan, deduct and defeat Superman. If bloodlusted, Superman stands a better chance although I think he still loses. SS is just to versatile and Superman is mostly a brawler. SS eats up brawlers.

Weaker incarnations of Superman are getting absolutely dicked down by Silver Surfer. Assuming Surfer doesn't outdo him in AP outright, he can drain the solar radiation right out of Supes and massively weaken him or even depower him entirely. Middle of the road incarnations could put up a really good fight but again, being able to drain radiation means he'd lose here too. Higher end incarnations of superman though start reverse stomping: AP far beyond the surfer's dreams, speed far beyond his best feats and far too much energy for Surfer to drain fast enough. Top tier versions of Superman literally just crush Surfer like a tin can.
