How about.... the most obvious advice...... Talk to your friend about it? You may find that he sees his sister as her own woman, who can make her own decisions. This may not seem like the common response, but I have certainly spoken with friends of mine who have no interest in controlling their sister's sex life. Probably the best path forward for your integrity. In my opinion, this is the only way I could look myself confidently in the face a year down the road. Otherwise, you risk degrading your character, and reputation.

At 23 I've probably had indecent thoughts about some 16 year olds (don't know any personally but I exist in a world where I probably occasionally run across a hot 16 year old at a gas station).
