A bit of a grey area here but hear me out. On my TV when I select any channel it asks me if I want to watch live or from the beginning! So let's say I tune into the football two minutes after kick off and choose watch from the beginning, fast forwards to kick off which by now will be three minutes into the game am I technically not watching live TV and therefore circumvent the need for a license?

They don’t ,the conditions of what can and cannot be watched are determined by law , not the BBC ,The rules are set out in the Communication Act 2003 and determined by Parliament ,

Thanks for this excellent and fun video. I have a question if you don't mind. Until now I used to get the threat letters addressed to the legal occupier. But a few days ago I received one with IN01N9 code and addressed to me personally. I have no idea how they found out my name as I've never engaged in any conversation with them. Also, why did they bother? I genuinely don't need a TV licence. Should I be worried about this? Thanks.

Always wondered why they wouldn't scramble the signal, forcing those who want to watch the programming into renting a "descambling" device for the price of a tv license. Or stop broadcasting over the air entirely requiring a hardline connection.

Tubi is three times better than Netflix if you use a VPN set to USA you will receive a lot more content. Live TV is mainly American channels my experience with adds seems very limited. Best free Films and TV series in the UK at this time 3 times the amount that Netflix has.

I've watched tubi for years through my VPN. A free VPN is award VPN and gives 6 hours usage by getting a code to put in to their app and you can watch all the geo-locked content for 6 hours and you just get another code every 6 hours to keep watching the geo-locked content. The UK version has very little compared to to the US which has BBC and the commercial stations shows as well as some good stuff it has some stuff that I wouldn't watch even if you paid me.

As a Brit that lives in America I’ve been watching Tubi the past few weeks, there’s no license in America as you know and Tubi is free so I don’t see there being a legal way the BBC can do anything that’s why the BBC iplayer isn’t available here in the US, where even if you put a premium vpn on and manage to download the iplayer once you start it, it overrides the vpn and won’t let you logon or apply to use it

Pluto TV isn't really live. Most of the channels are just simulating a live channel. For example, when you close the app and then open it during an ad break, it just replays it.

Pluto clearly states it's live TV and it has a programme schedule. It's really no different to Freeview, there's an EPG which shows the next programme and how many minutes left of the current programme.

If they do get rid of it completely they'll simply add it on to something else you can't avoid, council tax for example. Keep it the way it is and those who want to watch/record live TV will pay it and those who don't won't.

I've just watched over 20 minutes of a film through the Brave browser ( which blocks ads). Looks good. Even has subtitles. 👂👍🙂. Had t heard of Tubi before this video.

I had to pause the other morning as I genuinely don't know if I need a TV licence for this. I have TalkTV through YT on in the morning but I send the audio to my network player/amp because I don't want a screen on while I'm busying about not watching. So here's the thing that struck me. I'm "accessing" a TV company stream live, but not watching it. I have the tab set to do this through the google home alarm function automatically so while I have "installed a device" I do not intend to "watch"* Any thoughts on this legally? *just to clarify that I am treating this as having a screen "on" in the car under the using a device in the car legislation but not "where it can be viewed by the driver"

You need a licence to access any TV station. So it sounds to me that what you are doing is does require a licence because you are recieving the TV signal, even if you are stripping the picture out and not watching it. There are broadcasts of certain TV stations which are audio only, and you would be fine with them. But you are receiving the picture.

When I was in London I watched Tubi & Pluto TV which has Sky News & BBC News Live channels as well as American Live news Channels but you need a VPN to access them there which is strange as in the US & Canada no VPN required to access BBC & Sky News. -Cheers!

just got tubi on my firestick, we dont watch or record live tv, or bbc player. i resent not being allowed to watch tv from other countries, coming through my broadband. down with the fee!

I couldnt get tubi on my roku will try again another day. 🤷‍♀️ Tbh im fed up of bothering whether its live, legal or not. If i want to watch it i will. And i know not to talk to the goons. 👍😂 As no sign up is needed for the tubi channel i d9nt see a problem with watching without a licence. Oh i do love olympus has fallen as well as the sequals. 😂 X

Regarding Pluto - As it does have Live Broadcasts... Even though they are not theirs... Sadly, you would need a TV License if using that service, especially as Live Broadcasts automatically play!!! A bit of a bad move from Pluto really... They advertise themselves as a Streaming service, but you can stream live Broadcasts form other channels such as MTV Reality which, yes... International so NOT a UK Broadcaster but you still need a TV License to watch International Broadcasts! @Guitar-Dog is kind of right - They are messing with Technicalities... But in law, even if they are live streaming a Broadcast TV channel... Well, technically they are breaking TWO LAWS... You woudl need a TV License but also they are PIRATING CONTENT! Of course Pluto has an agreement that allows them to stream these broadcasts, but that makes them a BROADCASTER... Ergo, No... You cannot watch Pluto without a TV License! (In effect, The same rules as +1 Channels... A Time delay does not mean a thing, Its still a live broadcast!)

@@anglewoden @BlackBeltBarrister has covered that in a previous video... In effect, it's a Timed Delay... They are just delaying the original broadcast by one hour, as it is a "Scheduled Broadcast" - It still qualifies as a "Live TV Broadcast" - I dont make the laws, It is what it is...

Totally wrong of course... but if I subscribed to WWE Network to watch it... I woudl have to pay the TV license as well... Yeah, another thing I HATE about the TV License... You have to pay the BBC for content you are PAYING FOR! Thats how much of a "Ransom" they have over TV Broadcast's You cannot even do Pay Per View without paying the BBC!

The Communications Act does not mention LIVE, it says you need a licence to watch BROADCAST TV. Streaming services are not broadcast; they are all on-demand, including so called live streams.

Hmmmmm... Yes and No! Pluto streams Broadcast TV from international sources... While they are a third Party host, The shows being shown are - As Jon discovered, being Broadcast in some cases at the same time a show is being broadcast in its home country... In such cases they are considered a "Broadcaster" for the sake of the law. So a TV license woudl be required! HOWEVER, If you only watch the Streamed Shows ... AFTER they have been broadcast... NO! Then they are a Streaming Service DIRECTLY! Its kind of like what @Guitar-Dog asked... "Like could I not watch a third party stream a British event from the television on twitch is that not the same." Well, for one watching a Live TV event or a Live TV Broadcast via say a random twitch user... With no commentary or input... Thats Piracy! And if they do that, They do actually count as a "Broadcaster" for the purposes of the law... Now, If they are commentating on teh show as its being broadcast, That becomes more of a grey area as they are transforming the content! Though TV channel's have previously taken action over Twitch Streamers who have "Broadcast" a Live TV show / Broadcast TV show as it is on air even if they have been adding commentary! Here's a name not mentioned in some time... Lucy Lu... Remember her? Scottish Streamer who got in a massive scandal for false flagging a critic! Well, She live Streamed teh entire BBC Broadcast of the last General Election... No Commentary, She just set her camera up watching her TV and left it running... The BBC never took any legal action but did stress that this was indeed a Criminal Offence! If it is a Stream of anything CURRENTLY BEING BROADCAST, You still need a TV license... And NO I AM NOT DEFENDING THE SODDING TV TAX!!! I HATE IT! It needs to be scrapped.. Its outdated and stupid! I am just explaining as best I can the legal technicalities...

@@Phoenix2312 But that is not what the law says. Nothing over the internet is broadcast; it is all on demand and sent directly to you and only you. You can watch it when you choose. You can watch a 'live stream' a second, a hour, a day or a year after the content became available.

Any TV Broadcast shown via any medium, that is broadcast "Live" or "On a Schedule" is classed as a "Live Broadcast" - And as such is covered in law by teh TV License... BBB has done numerous videos detailing teh exact nature of the law and what it means... But NOTE it refers to a "TV BRAODCASTER" - They must be a recognised International Television Company... So if BlackBeltBarrister was doing a Live Stream, He is an individual... NOT a TV Broadcaster therefore not covered by the TV License... BUT if he were to Live Stream ANY TELEVISION BROADCAST... It is not piracy to watch via twitch, they have no say over twitch or any other platform. The BBC took no action because THEY COULD NOT. They claimed it was "criminal" because otherwise people would do it and there's fuck all they can do about it, they don't want people to know.

I stopped using Pluto the moment they made the default page their live TV. It used to be you could go on there and only go to live TV if you chose to do so, just like Amazon.

I was in sales for many years and calling people on the phone was a grey area. The company would offer a "free" holiday but the telesales team had to explain that it wasn't completely free because the regulators told us we had to explain the hidden charges and not say "It's free"but to change it to "offering". My point here is if something is advertised or worded as "free" there should not be any extra or hidden charges or costs. So if Freeview is "free" then why is the charge of a TV licence required. That should also be the same ruling.

So i take it that if tv licencing turned up with a warrent , and you have pluto downloaded, even though you dont watch live tv on it, but the fact that it is possible to watch it, does this mean they will prosecute ???

It's not what the equipment is capable of, it's how you use the equipment, so technically, they'd have to prove you watch live TV on it. You can watch live TV on a smartphone if you wanted, for instance, but that doesn't mean you need a TV licence just because you _can._

@@waynekerrr9027 Yes, they'd still have to prove you are watching live broadcast TV. You can use an aerial just to listen to radio. The aerial might be old and not even capable of receiving digital broadcasts. There might not even be an aerial connected. Plugged into the aerial socket proves nothing and assumption isn't evidence. What they do if they have a warrant is get you to turn on the TV and if it's tuned to a live broadcast station then they have enough evidence to prosecute, even if you say you don't ever turn it on. Most of the time, they actually rely on self incrimination, as in the person saying they only watch certain programmes or channels.

No they don't do that they have to be sure you've watched it live we can watch KZbin, itvx etc and as long as u don't watch live TV broadcast or events etc then your ok, I'm non licensed official you just stay clear of live broadcasts links from tv stations ie no sky new live on KZbin but I can watch daily mail live as its not a tv station

It's simple you can watch streaming but need a license if u watch a live TV or plus one link from a tv broadcaster, if u only watch non live or plus one service u don't need licence it's same for every service online or app streaming, all are sanebksee live links from broadcast tv u Nedd licence

A TV Licence is required to watch or record any live TV (this is TV being shown on the device being used, at the same time as being shown to everyone else) from any device or BBC iplayer. It would be easier to advise what you can watch without a licence, as to name every channel in the World would take a long time and so, the following don’t require a licence: Netflix KZbin (provided it’s not a live link) Amazon Prime (provided it’s not a live link) Pre recorded DVD’s or videos Catchup TV excluding BBC iplayer and so this is ITVHub, Channel four on demand I hope this is of assistance and thank you for contacting us.

​@mpol701 Netflix provided it's not a live link Netflix are starting to show live content from Christmas day this year they are show the two Christmas day games ( N.F.L ) for the next three seasons globally they are starting to test the water to see if live content will pull in the viewers I would think if the numbers are good enough in terms of viewers Netflix will add more live content in the future. This is a potential situation that could get people in to trouble if they dont understand what they can & can't watch without a T.V license thinking it's on Netflix it's fine then when as time goes on it might not be. Things are always changing & evolving. I think D + might do some live U.K content aswell at some point but Netflix is 100% going in that direction slowly but surely. You did a good job of explaining buy the way 👍.

Not looked at Freevee, but the simple rule applies : Are it's shows timetabled ? That is, does a particular show start at a given time, say 6pm. If you can press play at any given moment, you are OK.

Yeah, I thought that might come up... I mentioned you in a comment... Take a read! In one respect you woudl be right... But sadly, no... They are classed as a Broadcaster as they have agreements in place to allow viewers to search TV shows and watch them all in one place rather than having to search multiple channels... ... If they didn't, Well - That would be PIRACY and is Illegal! Live Streaming a TV Broadcast does not mean you dont have to pay a TV License in simple terms...

I had a letter submitted online as they say if I don't respond they'll come, so submitted it online to say I don't watch...and still.says might get a visit...sonwhat was the point submitting
